Mr. Desrosiers, an associate at The Sohagi Law Group, advises public agencies on environmental and land use matters at the administrative, trial, and appellate level. He focuses his practice on complex issues and projects under the California Environmental Quality Act (CEQA) and Planning and Zoning Laws. Representative projects include General Plan updates, affordable housing projects, mixed-use developments, and public works projects.
As a former clerk in both trial and appellate courts, Mr. Desrosiers has unique insight into how to prepare projects for future legal challenges, and how to craft arguments in litigation that will be most persuasive to a judge. He also has experience working in the City Attorney’s Office of the City of Glendale, representing the City in both complex transactional matters and land use litigation as well as drafting City ordinances.
Prior to becoming a lawyer, Mr. Desrosiers was a financial analysist with a boutique real estate investment firm, where he prepared complex financial models for bridge loan investments in hospitality and commercial properties. Mr. Desrosiers has also worked on the 2019 updates for the California Municipal Law Handbook.

In December 2016, the City of Seaside entered into a Purchase and Sale agreement with the KB Bakewell Development Partnership to develop 122 acres on the former Fort Ord Army Base. This development is directly south of the California State University – Monterey Bay campus, and is designed as a pedestrian oriented mixed-use village with 1,485 housing units, 250 hotel rooms, 150,000 square feet of Retail, Dining, and Entertainment, and 50,000 sf of Office, Flex, Makerspace/Light Industrial.
