Mr. Whittle graduated from the University of California, Irvine School of Law. During law school, Mr. Whittle externed in U.S. District Court for the Central District of California with Honorable Autumn D. Spaeth. Mr. Whittle also served as an advanced student in the UCI School of Law’s Intellectual Property, Arts, and Technology Clinic, Press Freedom and Transparency Practice, where he supervised students handling numerous Public Records Act requests and litigation before various California courts. Additionally, Mr. Whittle served as a legal extern at Orange County Coastkeeper, where he litigated Clean Water Act citizen suits.
Floating Home Rent Control
Assisted the City of Alameda defend against a 42 U.S.C. § 1983 and CEQA lawsuit in federal court that sought to overturn the City’s extension of its rent control ordinance to the floating homes docked around the City.

Kenneth Hahn State Recreation Area Public Access
Represent the County of Los Angeles in its defense against a CEQA challenge to the opening of two pedestrian gates to the park to allow nearby residents easier access to the park.
CITY OF CORONADO
Water Recycling Facility
Provide legal representation to the City of Coronado to defend against a CEQA challenge to its construction of a new water reclamation and turf care facility at the Coronado Municipal Golf Course. The facility would be the City’s first water reclamation plant and have the capacity to treat up to 1 million gallons of water per day.
SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS
Housing Streamlining Workshops
Assist the Southern California Association of Governments develop materials for training workshops on various CEQA and housing streamlining measures, including the Density Bonus Law and infill project streamlining procedures.

Provide legal advice and representation to the County of Los Angeles defending its CEQA approval of several flood plain maps.
