In 2022, the California Legislature approved SB 125 which allocated funding for the development of plans for geothermal energy development and lithium extraction, processing, production, and related manufacturing activities within Imperial County. The Lithium Valley Specific Plan and PEIR will expedite the development and permitting of lithium extraction, lithium battery manufacturing, and geothermal power plants within an approximately 51,786-acre area adjacent to the Salton Sea. This plan was proposed to assist California in its efforts to decarbonize the electricity sector and is a crucial pillar of the California Air Resources Board’s 2022 Scoping Plan to address climate change. Lithium batteries can directly offset carbon emissions by aiding in the replacement of fossil fuel-powered vehicles with battery electric vehicles. Lithium battery storage systems can also assist electric service providers by (1) integrating increased amounts of renewable energy resources by evening out variable and intermittent off-peak electric generation and (2) reducing the use of electricity generated by high carbon-emitting electrical facilities during high electricity demand periods. Lithium is also categorized as an “Applicable Critical Material,” and providing local sources is necessary to minimize national security threats.
